cheryl might have to set up a proxy server outside of china. (http://en.wikipedia.org/wiki/Proxy_server)
http://psiphon.ca/ this is a software that sets up a proxy server. someone in the free world has to use this to install a web-based proxy on their computer. Then pass your IP address and password for accessing the proxy to cheryl. this way it is hard for the chinese gov surveillance to check.

if its blocked, it means the whole blogger.com site is blocked, countries do that...
flickr is blocked in the uae....
she can open another blog elsewhere...there are many other sites
